Von den einen als Mastermind der Verbrechensbekämpfung verehrt, gilt er den anderen als unheilvoller Pate des modernen Überwachungsstaats – J. Edgar Hoover. Untrennbar ist sein Name mit dem FBI verbunden, steht er doch fast fünf Jahrzehnte lang – von 1924 bis zu seinem Tod 1972 und unter sage und schreibe acht Präsidenten – an der Spitze des Federal Bureau of Investigation.

Der studierte Jurist führt in der US-amerikanischen Bundespolizei wissenschaftlich fundierte kriminaltechnische Verfahren sowie ein ausgeklügeltes Karteikartensystem zur Verknüpfung erfasster Daten und vorhandener Akten ein und sorgt so für eine Professionalisierung der Behörde. Seine Ambitionen gehen jedoch weit über die Eindämmung von Kriminalität hinaus, legt er doch auch seine berühmt-berüchtigten Geheimdossiers an, in denen er – auch mittels illegaler Methoden – pikante Informationen zu zahllosen Personen des öffentlichen Lebens sammelt. Denn der oberste Polizist der USA ist zeitlebens getrieben von der „Angst vor der roten Gefahr“ und verfolgt regelrecht paranoid alles, was in seinen Augen auch nur den Anschein von Kommunismus hat. So richten sich seine Maßnahmen insbesondere gegen Gewerkschafter:innen und Kriegsgegner:innen, Student:innen und Journalist:innen, Künstler:innen und Bürgerrechtler:innen. Zu seinen prominentesten Opfern zählen unter anderem Charlie Chaplin, Bertolt Brecht und – allen voran – Martin Luther King. Selbst die Präsidenten fürchten das Wissen des FBI-Direktors um ihre kleinen Geheimnisse, das ihm beinahe uneingeschränkte Macht verleiht.

Auch die Medien weiß Hoover geschickt für seine Zwecke einzuspannen, indem er ihnen einerseits brisante Materialien zu unliebsamen Personen zuspielt und andererseits die Erfolge seiner Behörde hochstilisiert. Höchstpersönlich überwacht – und beeinflusst – er zum Beispiel die Produktion glorifizierender Filme und Fernsehserien über das FBI. Trotz seines allbekannten Machtmissbrauchs wird zu seinen Ehren das Hauptquartier des FBI in Washington, D.C. nach ihm benannt – und trägt bis heute seinen Namen.
