50. Jahrestag der Unterzeichnung des Grundlagenvertrags zwischen BRD und DDR (21.12.1972)
Es ist ein Meilenstein für das Verhältnis der beiden deutschen Staaten und ein wichtiger Schritt in dem von Bundeskanzler Willy Brandt vorangetriebenen "Wandel durch Annäherung": der Vertrag über die Grundlagen der Beziehungen zwischen der Bundesrepublik Deutschland und der Deutschen Demokratischen Republik. Er wird am 21. Dezember 1972 von Egon Bahr – für die BRD – und Michael Kohl – für die DDR – in Ost-Berlin unterzeichnet.
Vorausgegangen waren langwierige und oft mühsame Verhandlungen der beiden Staatssekretäre, die abwechselnd in beiden damaligen Hauptstädten stattfanden.
Uneinigkeit herrschte dabei insbesondere über den Charakter der zwischenstaatlichen Relationen. Denn während die DDR ihre langjährigen Bemühungen um eine völkerrechtliche Anerkennung als souveränen Staat erfüllt sehen will, weist die BRD diese Forderung mit dem im Grundgesetz verankerten Wiedervereinigungsgebot zurück. Letztlich wird mit dem Abkommen die Teilung Deutschlands aber als politische Realität anerkannt. Allerdings macht die BRD mit dem anlässlich der Unterzeichnung übergebenen „Brief zur deutschen Einheit“ auf ihr langfristiges politisches Ziel einer wiedervereinten Nation aufmerksam.
Immerhin kommen die Vertragspartner überein, „normale gutnachbarliche Beziehungen“ zu entwickeln, wechselseitig „Ständige Vertreter“ zu entsenden und in weiteren Abkommen „praktische und humanitäre Fragen“ zu regeln. Insofern resümiert Willy Brandt nach der Unterzeichnung: „Dieser Vertrag entspricht der Lage, er ändert nichts an den grundsätzlichen Meinungsverschiedenheiten mit der DDR. Aber er schafft viele Erleichterungen für die Menschen hüben und drüben.“
Nach seiner Ratifizierung in beiden deutschen Staaten tritt der Vertrag am 21. Juni in Kraft.
