Brasilia Celebrates its 60th Anniversary as Capital of Brazil (April 21, 1960)
On April 21, 1960 Brasilia superceded Rio de Janeiro as Brazil’s capital. Socialist President Juscelino Kubitschek led the inauguration festivities. His and everyone’s hopes were that Brasilia would become a city of the future. On the president’s initiative the new metropolis had literally been built from scratch within just 4 years, based on the drafts and designs by urban planner Lucio Costa and star architect Oscar Niemeyer. The city’s layout is modelled after the shape of an airplane. The government, military, economy, administration, sports and culture buildings are located within the “body”, with the National Congress as a dramatic focal point. The wings harbour the residential zones that consist of symmetrical pre-fabricated superblocks. The concrete and glass cathedral with its hyperbolic structure reminiscent of a blossom or a crown is the city’s iconic landmark.
Great visions and hopes are tied in with the construction of Brasilia. It is supposed to become the symbol of a progressive and future-oriented economic power that has shaken off its colonial past and its third world image. The layout was designed to counteract any form of discrimination or class difference. But Oscar Niemeyer himself acknowledges that the “despised barrier of inequality and injustice that are part of the capitalist world” was not eliminated and that Brasilia in reality turned out like “any other city, with the same contrasts of rich and poor, that sadly characterize life in Brazil.”
Politicians, diplomats and officials are lured to Brasilia with the promise of special privileges. At the same time satellite cities and favelas spring up on the periphery. Construction workers that stay on after the city’s construction is completed live here, as well as low-level employees and day labourers.
The urban design fails to address its residents’ actual needs. The broad avenues are useful only for people who move by car, there is no public space to promote or enable social encounters. By now there are cracks in the concrete, cracks in the walls, the roofs are leaky. In 1987 Brasilia was declared a Unesco World Heritage Site. Today it is merely a tourist attraction, where tourists can view the failed utopia of a city of the future.
