Erich Honecker Visits the Federal Republic of Germany (Sept. 7-11, 1987)

On September 7, 1987 Erich Honecker arrives in the Federal Republic for a visit. It is the first and last time that a head of state from the GDR would visit the other part of Germany. Though officially a „working visit“ Honecker is still received with the essential ceremonial honors of a state visit, such as the raising of the flag and the playing of the national anthem.

Over the next five days the East German head of state/general secretary of the SED confers with chancellor Kohl several times and meets up with leading political and economic representatives. They discuss tourism and border issues, environmental protection and nuclear energy, civil rights and firing orders. A number of agreements regarding the expansion of an economic, scientific and technological cooperation are made. The GDR is also granted additional loans. Both states classify this visit as an important step in the development of German-German relations, however, each with a different rationale. While the Kohl administration thinks of the invitation as a move towards a „New Eastern Policy,“ which is ultimately geared toward unification, Honecker views it as the long-awaited recognition of the GDR as a sovereign state. Only three years later the workers’ and farmers’ state is history and German unity is restored.
