30 Jahre Binnenmarkt der Europäischen Gemeinschaft (01.01.1993)
Mit Beginn des Jahres 1993 tritt der gemeinsame Binnenmarkt der europäischen Gemeinschaft (EG) in Kraft.
Damit werden in den Mitgliedsstaaten vier neue Grundfreiheiten Wirklichkeit: der freie Verkehr von Waren, Personen, Dienstleistungen und Kapital. Alle Bürger:innen können nun überall in der EG reisen, leben, arbeiten, studieren, ihren Geschäften nachgehen oder Geld anlegen. Der Binnenmarkt bietet somit bessere Ausbildungs- und Beschäftigungsmöglichkeiten und eröffnet eine größere Auswahl an Produkten und Dienstleistungen. Indem er in der EG ansässigen Unternehmen einen Heimatmarkt von insgesamt knapp 450 Millionen Menschen befördert er Handel und Wettbewerb. Am augenscheinlichsten werden die neuen Bestimmungen dadurch, dass Warenkontrollen an den Binnengrenzen fortan entfallen, sodass ein Großteil der deutschen Zollämter an den westlichen Grenzen zum Jahresende 1992 geschlossen wird.
Seit der Erweiterung der Europäischen Union im Jahr 2009 ist der europäische Binnenmarkt der größte einheitliche Markt der Welt. 25 Prozent des Bruttoinlandsprodukts der EU werden in seinem Rahmen erzielt, zuletzt über 12 Billionen Euro Wirtschaftsleistung umgesetzt.
Die Idee zur Schaffung eines europäischen Binnenmarktes wird bereits Ende der 1950er-Jahre im Gründungsvertrag der Europäischen Wirtschaftsgemeinschaft festgehalten. Schon ab 1968 werden innerhalb der EG keine Zölle mehr erhoben und auf Einfuhren aus Drittstaaten gemeinsame Zölle angewendet. Mit dem „Weißbuch zur Vollendung des Binnenmarktes“ wird 1985 dann eine Checkliste von gesetzgeberischen Maßnahmen vorgelegt, die für seine Verwirklichung notwendig sind. In den nächsten Jahren werden dann fast 300 Rechtsakte beschlossen und gegebenenfalls in nationales Recht umgesetzt.
Die „Einheitliche Europäische Akte“ von 1987 bildet schließlich die Grundlage für die Vollendung des europäischen Binnenmarktes, sie legt auch den 31.12.1992 als
Zieldatum für die Verwirklichung der Grundfreiheiten fest.
